“I’m fascinated with the technical aspects of digital
photography and the creativity it enables,” says Virginia-based
Bill Dickinson, who snapped this issue’s cover. Using a
15-second exposure, he shot the high-dynamic-range (HDR)

capture the Capitol in a more relaxed light and mood, while
revealing the beautiful detail usually masked by harsh
